The perpetrators set up an office in Denver, Colorado called, â€Å"A Plus Billing. † The office and address was used to receive mail and phone calls. The physician’s name and medical identification number was used to bill Medicare for test and procedures that were not preformed. This type of scheme is running rampant across the United States. Dr. Cabiling did not know that his identity had been stolen until he received a phone call from Medicare. Medicare asked Dr. Cabiling if he practiced in Denver and Dr. Cabiling said, â€Å"No. † Medicare then notified Dr. Cabililng that they had received bills from an office in Denver with his name and medical identification number for payment of services rendered. Dr. Cabiling only practices in Pueblo and not in Denver. Further investigation uncovered more than $1. 8 million dollars had been paid out to the A Plus Billing Company. â€Å"Court documents show the address A Plus Billing used was 600 17th Street in Denver, room 2800. The company submitted bills for numerous things including MRI’s and EKG testing, claiming they had medical offices at that address. But instead, 11 News discovered it was home to a company hired to receive mail and answer the phone for $150 a month. And, according to records, the lady who was suppose to pay that bill, Aliya Valeeva, is no longer in the country. Medicare sent the money to an account at a BBVA/Compass Bank in Denver, under the name of A Plus Billing. Now the FBI has moved to seize nearly $800,000 of it (Potter, 2011). † Dr. Cabiling inadvertently received checks from Cigna, leading the physician to believe that the ghost company had targeted other insurance companies other than Medicare. Prior to President Obama’s health care reform, insurance companies were required to submit payment for services rendered within 15 days of receipt of the claim. Since President Obama’s health care reform act the timeline for payment of services rendered gives agencies more time to make payments, review and investigate claims. Fraudulent claims are easier to detect with the new health care reform in affect. Fraudulent claims are nothing new to insurance companies. Perpetrators have targeted insurance companies for a long time. Medicare and Medicaid are the two type of insurance companies targeted. Medicare and Medicaid staff is inundated with claims. There are more claims to be processed then there are staff and time. New timelines and guidances to follow, allow the staff to follow up on suspicious claims. Since the Affordable Health Care Act was passed and implemented â€Å"Medicare officials say with their new tools for fighting fraud, they have reclaimed $4 billion last year alone (Potter, 2011)†. The previous organizational structure for payment of services rendered did not allow officials enough time to investigate claims to ensure the claims were legitimate. Perpetrators study the law and use the knowledge to fraud insurance and government agencies. The governance of rules, regulations and laws was not stringent enough to stop perpetrators from frauding the system. New guidelines allow agencies more time to detect suspicious claims, investigate and save the insurance companies millions of dollars. Society does not concentrate on proactive actions to prevent fraud, instead society deals with the problem after the fact. Consumer watch groups do not have tools in place to prevent fraud. Perpetrators rely on the oversites of insurance companies in order to target and fraud insurance companies. Insurance companies and the federal government should pool resources using a percentage of profits to finance a task force to arrestively fight fraud. The penalty for fraud should be more stringent which will cause perpetrators to think twice before formulating a plan to commit fraud. The Affordable Health Care Act is the beginning of many programs established to fight against fraud. Health care fraud is a growing problem and should be taken more seriously by citizens of the United States. Physicians, health care workers, and patients are responsible for proactively protecting personal information to prevent identity theft. The case of Dr. Cabiling could not have occured if his medical identity had not been stolen. A closer watch of personal information to prevent identity theft is the beginning to prevent health care fraud. The federal government should have in place the ability to prosecute offenders to the fullest extent. Harsh punishment may deter offenders from comiting the offence. Ethical issues concerning medical fraud is as simple as knowing what is right and what is wrong. Society should take responsibility of his or her own personal information. Identity theft is no secret, therefore society should be more proactive. Do not leave an open door for offenders to walk in and take what does not belong them. The laws for offenders should be more stringent. The current structure of physicans medical information is too easy to obtain. The structure of physicains medical information should be in encripted messages making the degree of difficulty high enough to ward off offenders. There are some offenders that will stop at nothing until they have gotten the information he or she is wishes to obtain. Stricter rules and guidelines can ward off these offenders. Governance over the guidelines for payment for services rendered should include the following; varification of physician’s medical information making sure the physican is aware of the charges being submitted to insurance companies. The time line for payments to be released to physicians or billing companies are lenghtened to allow incurance companies time to investigate suspecious claims. The culture of one waiting for another to do what is right is an occurance needing change. The culture can be changed through leading by example. Educating society through public service announcement is a start. Public service announcements reach more people than emails, newspaper articles, and phoone calls. An aggressive campaign to stamp out medical fraud through prosecuting identity theft offenders is an additional way to combat medical fraud. Through public service announcements society is informed of his or her responsibility to protect personal information to prevent identity theft and medical fraud. Fighting identiy theft and medical fraud cost less than the billions of dollars paid out to offenders. Remind society they the communities in which he or she live in are the one that ultimately pay the price through higher health care premiums, higher prices for health care services, and through higher taxes. In conclusion health care fraud is now being done through identity theft. Identity theft can be combatted through public awareness and the public taking responsibility to protect his or her own persoanl information. Dr. Cabiling through no fault of his own was a victim of identity theft. Dr. Cabiling did not know that his medical identity had been stolen until he received a phone call from Medicare. Dr. Cabiling can now contact the different insurance companies to alert them of the fraudulant activities concerning his medical information. The insurance companies making phone calls to Dr. Cabiling may take more time, but will save the companies money in the long run. It was a Saturday afternoon, and I was sitting in the living room recliner watching my normal morning cartoons while eating my bowl of Lucky Charms. All of a sudden, a newsflash appeared on my screen. A newscaster appeared and stated in a serious voice, "We interrupt this program for an important announcement. It has been discovered that a large meteor is traveling at a fast pace towards the Earth and has been calculated to hit the Earth at approximately 12:00pm, Tuesday. We urge everyone to move in a calm manner to a storm shelter or any other form of security." The Lucky Charms I had been chewing fall out of my mouth while the TV converts from the fear-inducing newscaster to Scooby Doo. I jump up in fear, and then embarrassingly realize that I had been dreaming. I sit down and wonder to myself, "What if that had really happened? What would I take with me?" In my opinion, medicine and electricity would be the most beneficial because of the advances and demands for the two ingenious discoveries. One hundred fifty years ago, in the operating theater on the top floor of the MGH's Bulfinch Building, one of the greatest moments in medicine occurred. On Oct. 16, 1846, William T.G. Morton, a Boston dentist, demonstrated the use of ether during surgery, ending the indescribable pain that had been associated with the surgeon's knife. Using a specially designed glass inhaler containing an ether-soaked sponge, Morton administered the anesthetic to Gilbert Abbott, a printer who had come to the MGH for treatment of a vascular tumor on his jaw. After several minutes, Abbott was rendered unconscious. John Collins Warren, MD, one of the most widely recognized surgeons of that time, then surgically removed the tumor. Upon wakening, Abbott informed the curious and skeptical physicians and medical students in the theater that he had experienced no pain. If it wasn't for a medical discovery like ether and other medicines, many would be experiencing the indescribably pain of the surgeon's knife and some would own a gravestone. Through the Renaissance, both men and women practiced medicine. For most of history, the human heart has been regarded as a forbidden organ, too delicate to tamper with. It might have remained so, if not for World War II. Military doctors, facing injury and suffering on a massive scale, pioneered advances in antibiotics, anesthesia and blood transfusions -- advances that would usher in the age of modern surgery. In addition to medicine, I would include electricity. Electricity, like light, travels extremely fast at 300,000 kilometers per second. It flows easily through metal wires. In particular, copper and silver are very good conductors of electricity. Electricity also generates heat as it flows through most objects. It can be controlled and utilized easily using many different technologies. Electricity is very useful because it can be converted into many kinds of energy. Electricity can be converted in to light using light bulbs, and even heat by using heating coils. It can also be converted into motion or even stored chemical energy. Electricity is used everywhere; to produce goods, provide services, and transport materials and people. Electricity also is used in commerce, agriculture, medicine, communications, entertainment, and a variety of other areas. Expanded uses for electricity are constantly being developed. Not only does electricity provide energy, it also provides jobs. A total of 510,595 workers were employed by electric utilities at the end of 1990 in a wide variety of jobs. From repairing power lines, to providing information to electricity customers, to constructing new power plants. These developments are driven by technological advances that both improve traditional uses of electricity and create entirely new ones. Because of the advances and demands for medicine and electricity, the great necessities would be beneficial to my survival. If it weren't for people like Benjamin Franklin or William T.G. Morton, we would not have such luxuries as heat or light, or some would not be enjoying the breath of life. If you take medications and electricity out of this world, you take out our culture and way of life.

The final result of an image that has gone through this process sometimes are so well done and are of very high quality so we question them as to whether or not they are genuine.  Since when has Digital Image Manipulation been used?  Digital Image Manipulation has been around since photography started but now Digital Image Manipulation is becoming more and more popular. This is mainly due to the falling rates of the software and programs needed to alter an image as one likes. Where are Digitally manipulated images found?  Digitally Manipulated Images can be found anywhere, from bus stops to magazine covers, from bill boards to movie posters. Nowadays, with all the technology we know, humans can make just about anything using computers and Photoshop and are not try to show their art to the rest of the world.  Who and why was Photoshop created for?   hotoshop was originally designed for the industry purpose, not for private owners wishing to play around with their images. Vigorous debate exists concerning the rights and responsibilities of healthcare personnel regarding migration, and what measures could be employed to address these shortages. (Aiken et al. 2004) There is an ebb and flow to the quantity of qualified nursing personnel based on patterns of career choice, and educational opportunity. One strategy by which hospitals and medical organizations can address this shortfall is through a fundamental mechanism of economic exchange: taking an attractive commodity in question from where it is abundant and relocating it to where it is needed. This is often the source of shortfalls in underdeveloped countries, but a shortage of qualified medical professionals is not limited to one society or continent. Certainly, it is to the advantage of British Commonwealth countries to attract talented nurses from abroad, and measures must be taken to encourage and support them to meet the country's own medical needs. There is no doubt that th e expertise of nursing personnel is an attractive commodity and extraordinary measures are worthwhile if the nursing shortages can be alleviated where they are most serious. Comparison: "The Jade Peony", "Horses of the Night", Masque of the Red Death" I noticed that i enjoyed most of the storys not only for the obvious reasons such as good charactors, mood, and imagery but also because of writing style and fluency. I noticed some storys I enjoyed reading even thought nothing in it really interested me too much, while other storys that were about topics I usally enjoy reading about I had to put down because I would end up going over every sentence two or three times each. So on that note I belive the most important part of writing is making it fluent and easy to read. The three storys I will compare and contrast are: "The Jade Peony", "Horses of the Night", and "The Masque of the Red Death." I intend to fine wether or not the author of these storys was sucessful in making it readable in the sence of comprehanceability and fluency. The first story I will be discussing is called "The Jade Peony" by Wayson Choy. I did not enjoy what this story was about nor did I enjoy reading it. Luckly it was short, If It wasnt I doubt i would have made it throught the whole thing. The main problem with this story was the inconsistance of the sentences, some sentences were too long while others were very short. The only way to truly fix this story would be to re-write it. The second story I chose to write about is called "Horses of the Night" by Margaret Laurence. I did enjoy reading this short story dipite the fact it seem to jump around alot; it would talk about somthing fairly in-depth then just suddenly jump to a different subject or time-era of the story. The author seem to show very good writing ability however so I think perhaps she did this on purpose either just for somthing different or maybe to give you a break from what she was currently writing about. And finally the third and personal favourite story i chose to include in this paper is called "The Masqe of the Red Death." This story is nice and easy to read even though it uses fairly large words and complex sentences. This story just happens to be writen by one of my favourite writers as well: Edgar Allen Poe. Rock Roll, hippies, movements such as the civil rights, Woodstock, art, all new and fantastic things that were born out of this era and continue to bloom and influence our present day society.
